ISOA, initially founded as the International Peace Operations Association (IPOA) in April 2001 by Doug Brooks, emerged from his experiences in unstable Sierra Leone. Collaborating with NGOs, lawyers, and humanitarian organizations, Brooks codified ethical principles for private sector involvement in peace operations. This foundational document, known as the ISOA Code of Conduct, received unanimous support from initial members, solidifying ISOA’s role as the premier association for standards in the peace and stability operations industry.
Following major international operations in Iraq and Afghanistan, IPOA expanded its membership significantly by the Fall of 2010. To better reflect the diverse work of its members, the name was changed to ISOA, emphasizing its focus on stability operations.
In the past 15 years, ISOA has expanded to include over 200 members that work around the globe in industries as varied as logistics, security, shipping, staffing, medical services, communications, construction, professional services and more. ISOA continues to stands at the intersection of contingency, peace, and disaster relief efforts, addressing global instability with coordinated responses from governments, multinational organizations, and its members. Accountable, transparent, and ethical standards continue to be paramount.
