Executive Director, ISOA
Howard Lind serves as the President and Executive Director of the International Stability Operations Association that represents private sector companies and non-governmental organizations that work in fragile states around the world. Previously, Mr. Lind served as a Washington DC representative for the Fluor Government Group regarding work in the Middle East and central Asia. Prior to joining Fluor, Mr. Lind served in the Departments of Defense and State in the offices of Iraq and Afghanistan reconstruction from 2003 to 2007. He began at the Pentagon in support of Iraq and Afghanistan, then in the State Department's Iraq Reconstruction Management Office. Following that assignment, Mr. Lind served again in the Pentagon in the office of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA-ALT) as Deputy Director for the Iraq Project and Contracting Office. Mr. Lind began his professional career as a US Naval Officer. After a 20-year career, he retired at the rank of Commander having served aboard five Navy ships of the line and at Navy headquarters staffs. Mr. Lind received a Bachelor of Science degree from Virginia Tech and a Master of Science degree from the Naval Postgraduate School.

Major General Peter B. Andrysiak Jr., assumed duties as the Chief of Staff, U.S. European Command, Patch Barracks, Stuttgart, Germany on July 24, 2023. He previously served as the Director of Operations, J-3, U.S. European Command. MG Andrysiak was commissioned as a Second Lieutenant in the United States Army Corps of Engineers upon graduation from the United States Military Academy and has served in a variety of positions throughout the United States, Europe, the Pacific, and Asia. MG Andrysiak commanded U.S. Army Alaska/ Deputy Commander, United States Alaskan Command; Pacific Ocean Division; 2nd Engineer Brigade; 20th Engineer Battalion, 36th Engineer Brigade. He also served as the Chief of Staff, U.S. Army Pacific; Deputy Commanding General (Support), 25th Infantry Division; Chief of Staff, 3rd Infantry Division; Chief of Staff, U.S. Forces Afghanistan; Executive Officer to the Chief of Engineers/Commanding General, United States Army Corps of Engineers; Deputy Commanding Officer, 1st Brigade Combat Team, 1st Cavalry Division. His previous operational assignments include Operation Support Hope, Rwanda 1994; Operation Desert Thunder, Kuwait 1998; Operation Iraqi Freedom, Iraq 2004-05 and 2006-07; Operation Enduring Freedom, Afghanistan 2010-11 and 2014; and Operation Freedom's Sentinel, Afghanistan 2015. MG Andrysiak holds a Bachelor of Science in Civil Engineering from the United States Military Academy at West Point, a Master of Science in Environmental and Water Resources Engineering from the University of Texas at Austin, and a Master of Science in National Security Strategy from the National War College. He is a Registered Professional Engineer in the state of Maryland. His decorations include the Distinguished Service Medal (with two Bronze Oak Leaf Clusters); Legion of Merit (with three Bronze Oak Leaf Clusters); Bronze Star Medal (two Bronze Oak Leaf Clusters); Defense Meritorious Service Medal; Meritorious Service Medal (Silver Oak Leaf Cluster); Joint Service Commendation Medal; Army Commendation Medal (two Bronze Oak Leaf Clusters); Navy and Marine Corps Commendation Medal (one Gold Star); and the Army Achievement Medal (two Bronze Oak Leaf Clusters). He has earned the Combat Action Badge, Senior Parachutist Badge, and Ranger Tab. MG Andrysiak is married and has two children.

LTG Mick Bednarek (U.S. Army, Retired) is the Vice President of Strategic Outreach for Fluor Mission Solutions and also serves as the Chairman of the ISOA Board. As such, he directs the Group's DEFENSE business line providing scalable, rapid response contingency logistics, life support services, and construction for military, humanitarian, and disaster-response missions worldwide. Presently, he directs projects in fifteen countries under various U.S. Government contracts, including the Logistics Civil Augmentation Program (LOGCAP), Air Force Contract Augmentation Program (AFCAP), Professional Technical Services, and Operations & Maintenance (O&M) requirements. Mick joined Fluor Corporation in September 2017 as the Mission Solutions Director of LOGCAP Afghanistan until selected for his current position in November 2018. In that role, he led Fluor's LOGCAP team of over 6,500 personnel providing logistics, life support services, and operations & maintenance support to U.S. military forces operating at eleven sites throughout northern Afghanistan. LTG Bednarek retired from the U.S. Army in 2015 after nearly 40 years of military service. For his last military assignment, he served 26 months as the Senior Defense Official in Iraq and Chief of the Office of Security Cooperation in Baghdad. Mick has served in a wide variety of senior command and staff positions in the United States, Middle East, Europe, and the Pacific. He has commanded at every echelon, from company to Army level, including the 25th Infantry Division, Schofield Barracks Hawaii, and Commanding General, First Army, Rock Island, Illinois. His military education includes the U.S. Army Command and General Staff College, U.S. Army War College, and multiple senior level executive development courses in strategic planning, personnel management, and organizational design. Prior to joining Fluor, Mick consulted in strategic leadership development and values-based business performance solutions for several corporate businesses and not for profit organizations ranging from foreign policy think tanks to defense contracting. He also served as a Highly-Qualified Expert – Senior Mentor for the Department of Defense Joint Staff strategic leader advanced education programs. Mr. Bednarek holds a M.S. in Personnel Management from Troy State University and a B.S. in Biology from Old Dominion University.

Bill Williams is a retired Army senior leader with extensive time spent in the US Military in Europe. He was a dependent in an Army Family; he was a Soldier stationed in Germany in the Cold War; and he has over 15 years in various positions in the US Army Europe and Africa (USAREUR-AF) headquarters, the Army component headquarters of the US combatant command, USEUCOM. In the last five years of service, Bill was the Deputy Chief of Staff – Civilian, a GS15 focused on transforming the USAREUR headquarters. Bill left the service in 2021 to transition his family Cattle ranch in Texas to the next generation. He founded 4h4 Management GmbH in 2023. A company dedicated to assisting US Companies do business with the US government and NATO in Europe. Now owner of two companies; Bill is taking his military experience in a new direction. A member of the American German Business Club and American Chamber of Commerce- Germany, and a lifetime member of AUSA, Bill is dedicated to strengthen the Transatlantic Relationship. Bill holds a BBA in Accounting from Texas A and M University and a MS in Modeling and Simulation and Training Systems from University of Central Florida.

COL Walter Richter is a native of Pittsburgh, Pennsylvania and has served as the U.S. Army Attaché at the U.S. Embassy in Berlin, Germany since 2020. His previous assignments include U.S. European Command, U.S. Office of Defense Cooperation in Slovakia, U.S. Special Operations Command, Department of the Army, as well as operational assignments as an armor officer. As a U.S. Army Foreign Area Officer, COL Richter has extensive experience in international cooperation, security assistance, and foreign military sales. COL Richter is a 2021 graduate of the Air War College (Distance) and holds a Master of Operational Studies (2007) from the USMC School of Advanced Warfighting, a Master of Strategic Studies (2006) from the U.S. Army Command and General Staff College where he earned the Benjamin H. Grierson Award for Excellence in Strategic Studies., and a Bachelor of Music (1994) from the University of Miami.

Dan Soller is the Vice President for International Operations for Mission Essential Group where he is responsible for its overseas operations and business development. He has nearly thirty-two years of Army leadership, operational and combat experience in national security strategy and intelligence. Dan has worked in geopolitical and military affairs around the globe to include Europe, the Middle East, Central Asia, and the Indo-Pacific regions. His geographic area of special emphasis includes Russia and Eastern/Central Europe. Dan has six war zone deployments to Bosnia-Hercegovina, Afghanistan, and Iraq and has commanded Army units at every level through the rank of colonel. Dan has a Master’s degree from the University of Michigan from the Center for Russian and East European Studies (CREES). He is a Distinguished Graduate with a Master’s degree in National Security Strategy from the National War College and he holds a Master’s degree from the Army School of Advanced Military Studies (SAMS). He earned a Bachelor’s degree in Government and History from the University of Notre Dame with a concentration in Soviet and European studies. He lived in Europe for more than 12 years and has formally studied and speaks German, Russian and Serbo-Croatian.

MG Miller was commissioned as a Second Lieutenant in 1992 after serving as an enlisted Soldier in the 18th MP Brigade; the Supreme Allied Commander Europe Security Detachment/CID, Belgium; and the 28th Infantry Division, Pennsylvania Army National Guard. MG Miller’s key command and leadership assignments include: Chief of Staff, Senior Fellow to the Atlantic Council and the HQDA Lead Integrator for the Long Range Precision Fires Cross Functional Team, Washington D.C.; Commander, 8 th MP Brigade and Director of Emergency Services, USARPAC, HI; Senior Advisor to the Minister of Interior, Afghanistan, in support of Operation Resolute Support; Executive Officer to the Provost Marshal General, and Commanding General, U.S. Army Criminal Investigation Command, Defense Forensics and Biometrics Agency & Army Corrections Command; Commander, 95th MP Battalion, Germany; Force Development Integrator and Executive Officer to the G3/5/7, Army Staff, HQDA; Operations and Executive Officer, 793d MP Battalion, Germany, including service in Iraq in support of Operation Iraqi Freedom; Company Commander and Platoon Leader for the 25th MP Battalion, HI. Ms. Lynne Schneider is Vice President of Business Development for ACCL International. ACCL is a global provider of logistics, construction, secure accommodations, life support and satellite and information technology. She has extensive experience in the defense industry and a successful track record providing innovative solutions to senior managers and general officers in the Middle East, Europe and NATO. Recent work includes publication of the Defense Support to Stabilization Guide and strategy support to the DUSD Acquisition and Sustainment office of Operational Energy and Innovation. She has worked for three Presidents at DoD and served as senior policy advisor to the Secretary of the Army for Stability Operations and the Chief Management Officer of DoD. Ms. Schneider has also served on three business advisory boards reporting to the Secretary of Defense and was the prime mover behind the Government Performance and Results Act. She is also CEO of Entovation™ International, a global innovation and knowledge management consulting firm focused on economic development, energy innovation, governance and stabilization strategies. Ms. Schneider recently retired from the US Army Reserve and had multiple overseas deployments, including Iraq, Republic of Georgia and Poland. She was awarded the Bronze Star and Combat Action Badge. She received her Masters Degree from George Mason University and is working to complete her Doctorate at Grand Canyon University. She holds certifications in Knowledge Management: Artificial Intelligence and Advanced Concepts and Women Peace and Security. Ms. Schneider is on the Advisory Board of the International Stability Operations Association and a co-author in several books regarding innovation and knowledge management.

Mike Young is Executive Director for Europe at V2X. Mike serves as the senior V2X representative in Europe and his responsibilities encompass all aspects of client engagement with existing and potential customers; building relationships with partners; and business development, sales, marketing, and brand awareness across Europe. Mike has over 20 years of public sector experience working in the EMEA region. In 2021, he joined V2X from Verizon, where he was the public sector sales lead for EMEA. Prior to Verizon, Mike was the US National Technical Expert at the NATO C3 Agency where he furthered US interests and promoted interoperability between the US and NATO. Prior to NATO, Mike was at US European Command where he held various leadership positions, including Deputy J65, Assistant Chief Information Officer (CIO) for IT Governance; Chief, CIO Support Branch; and Chief, Information Assurance Training, Awareness, and Exercise Branch. Prior to joining federal service, Mike worked for Computer Sciences Corporation as a strategic advisor for emerging technology to US European Command.

Joe Dunaway is the President of Executive Operations for Amentum’s $5.4B Critical Missions Business Group, globally dispersed with more than 25,000 employees providing industry leading services and technical support to critical Systems, Platforms and Logistics markets for DoD, DoS, UASID, DHS, NASA and Commercial clients and customers worldwide. The Critical Mission Group is an industry leader in support and innovative solutions for Sustainment Analytics, Test and Training, Logistics, Aviation, Space and Critical Infrastructure as well as Diplomacy and International Development. Joe Dunaway was previously the President of Aviation Solutions and served at DynCorp International as the President Dyn Aviation. Joe has more than 28 years in distinguished active military service with the Army. He served in both combat and garrison locations around the world and commanded at every level though Brigade Command, to include command of the Corpus Christi Army Depot. He deployed multiple times to Iraq and Afghanistan and has more than 2,400 hours and 131 combat missions as Master Army Aviator and Test Pilot. His final assignment was in the Pentagon as the Military Executive to the HON Alan F. Estevez, Principal Deputy to HON Frank Kendall, the Under Secretary of Defense for Acquisition, Technology and Logistics (AT&L).

Anna Malec-Was, Director of the ISOA Poland Chapter, is a seasoned architect and member of architectural associations in Poland, Germany, and England. She boasts two decades of global experience, delivering projects across diverse functions and scales, from residences to city-scale urban planning and a new island design. Over 13 years ago, she founded PDG Company, a Project Development Group spanning architecture, construction, development, consultancy, and real estate brokerage, cultivating a robust network in both Polish and foreign markets, and actively participating in humanitarian initiatives amid the Ukrainian conflict, alongside her involvement in the International Stability Operations Association (ISOA). Anna Malec-Was believes that the key to success is building strong relationships with her partners and to understand their needs and goals, and work closely with them to achieve them.

Colonel Daniel R. Kent assumed command of the U.S. Army Corps of Engineers, Europe District on July 5, 2023. Europe District provides engineering, construction management, and general services in support of U.S. national security interests in Europe and Africa, continuing the legacy of U.S. Army engineersupport in Europe since 1945. Headquartered in Wiesbaden, Germany, Europe District and its nearly 500 military, civilian, and contracted employees execute a program in excess of $10 billion with projects in 44 countries. Kent commissioned in the Corps of Engineers in 1999. He was assigned as a Platoon Leader in 44th Engineer Battalion at Camp Howze, Korea. He was reassigned to 565th Engineer Battalion (Provisional) in Hanau, Germany, where he served as the Battalion Maintenance Officer, Executive Officer for the 502nd Engineer Company (Assault Float Bridge), and deployed to Pristina, Kosovo in 2002 and Iraq in 2003 while serving as Assistant Battalion Operations Officer. Kent was later assigned to Headquarters, 3rd Infantry Division, where he served as the Iraqi Security Forces Engineer and Division Engineer Training Officer in Baghdad, Iraq, 2005. He was then reassigned to 1st Brigade Combat Team and served as the Current Operations Officer before assuming command of Echo Company, 3‐69 Armor in Ramadi, Iraq in 2007. Kent next served as a Detailed Inspector General for U.S. Army Cadet Command, Fort Knox, Kentucky. He later served as the Battalion Executive Officer for the 6th Engineer Battalion(Combat) (Airborne) and Brigade Operations Officer for the 2nd Engineer Brigade at Joint Base Elmendorf‐Richardson, Alaska. As the Brigade Operations Officer, he deployed to Bagram, Afghanistan in support of Operation Enduring Freedom in 2014. He was then selected as the ArmyG3 Regional Fellow at the Asia Pacific Center for Security Studies in Honolulu, Hawaii, and later served as the Engineer Operations Officer for U.S. Army Pacific, Fort Shafter, Hawaii. Kent then commanded the 249th Engineer Battalion (Prime Power) at Fort Belvoir, Virginia. Duringhis tenure, the Battalion was permanently stationed in five states, persistently deployed to sixcountries and supported critical missions for Missile Defense Agency, Space and Missile DefenseCommand and Federal Emergency Management Agency. Kent next served as the Command Engineer for U.S. Special Operations Command Africa, KelleyBarracks, Germany, supporting Air Force, Army, Marine Corps, and Navy special operations forcesconducting operations, exercises, and theater security cooperation throughout Africa. Prior to assuming command of Europe District, he was assigned to U.S. Army Europe and Africa.He served briefly as the Chief of Operations before transitioning to Security Assistance Group –Ukraine as the Director of Operations. In this role, he coordinated security assistance to the ArmedForces of Ukraine. Kent holds a Bachelor of Science in Biology from the University of Michigan, a Master of Science inEngineering Management from the University of Missouri‐Rolla, a Master of Science in NationalSecurity Strategy from the National War College and is a registered Project ManagementProfessional. His military training includes the Engineer Officer Basic Course, Engineer CaptainsCareer Course, Inspector General Course, Joint Engineer Operations Course, the United StatesArmy Command and General Staff College, and the National War College. Glenn Goddard earned a B.S. in Civil Engineering from the University of the Pacific, an M.S. in Engineering Systems Management from Texas A&M, and an M.S. in Strategic Studies from the U.S. Army War College. He is a licensed Professional Engineer (PE) in California and is a certified Project Management Professional (PMP). He currently works for the Parsons Corp. where he serves as the lead for Ukrainian assistance and reconstruction. Prior to that he was the Program Director, at the China Lake Earthquake Recovery Program, a $3.9B effort to return the China Lake Naval Air Station to full functionality after suffering a 7.1 magnitude earthquake in 2019. From 2018 to 2020 BG Goddard served on active duty with the Army as the Deputy Director for Military Programs at the U.S. Army Corps of Engineers HQ and the National Program Manager for the Southwest Border Infrastructure Program. This $15B program involved almost 500 USACE employees and thousands of contractor personnel to meet a highly aggressive national security program where he briefed the SECDEF, Congress and the White House regularly. Mr. Glenn Goddard has over 40 years of experience in design, construction, and management of major projects in Parsons including DOD, development, high-rise, airfield, and petrochemical arenas. He retired as a Brigadier General in the Army Reserve with over 35 years of service and awarded the Defense Service Medal, Legion of Merit, and Bronze Star Medal with Oak Leal Cluster, Sapper Tab, and Parachutist Badge.

Lieutenant General Rohling graduated with a degree in engineering from the University of South Florida and was commissioned as a Second Lieutenant in the Infantry in 1989. His first assignment was as a platoon leader in the 7th Infantry Division at Fort Ord, California, where he participated in Operation Just Cause in Panama. He subsequently served in the 1st Ranger Battalion, 75th Ranger Regiment in Savannah, Georgia; 1st and 3rd Infantry Divisions in Germany; 6th Ranger Training Battalion in Florida; and as a Vietnam MIA/POW team commander for Joint Task Force-Full Accounting in Hawaii. Upon completing his study at the Command and General Staff College at Fort Leavenworth, Kansas, he served in Vicenza, Italy, with the Southern European Task Force (Airborne), and deployed for two tours in Iraq and Afghanistan with the 173rd Airborne Brigade during operations Iraqi Freedom and Enduring Freedom. He subsequently commanded the 3rd Battalion, 187th Infantry (Rakkasans), at Fort Campbell, Kentucky, and in Operation Iraqi Freedom before becoming the Infantry branch chief and attending the National War College at Fort McNair, Virginia. Lieutenant General Rohling returned to Italy to command the 173rd Airborne Brigade and again deployed to Afghanistan for Operation Enduring Freedom. His post-command assignment was as coordination group director and executive officer for then-Army Chief of Staff General Ray Odierno. Following that assignment, he served as the 10th Mountain Division Deputy Commanding General, and as the Advise and Assist Command, commander in Helmand, Afghanistan, during Operation Freedom's Sentinel. He then served as the Allied Rapid Reaction Corps deputy chief of staff - operations, in the United Kingdom. Lieutenant General Rohling previously served as the Deputy Commanding General, U.S. Army Europe and Africa prior to assuming the duties of Deputy Commanding General Africa, and U.S. Army Southern European Task Force- Africa, Commanding General in October 2020. Prior to being appointed Deputy Chair of the NATO Military Committee, Lieutenant General Rohling was the Deputy Commanding General for U.S. Army Europe and Africa from August 2022 to January 2024. Lieutenant General Rohling is married and has two children.

Frank Helmick, LTG US Army (ret.) is SVP Mission Operations - SOSi and currently serves on the ISOA Board of Directors. LTG Helmick joined SOSi in 2012 after a distinguished 36-year military career in the US Army. He serves as Senior Vice President for SOSi's Mission Solutions Group. He was the Commanding General of America's only Airborne Corps (the XVIII Airborne Corps) and the nation's largest military installation – Fort Bragg. He also served as the Deputy Commanding General for Operations with United States Forces – Iraq, and commanded the Multi-National Security Transition Command – Iraq and the North Atlantic Treaty Alliance (NATO) Training Mission – Iraq. Additionally, he was Assistant Division Commander, Operations, for the 101st Airborne Division (Air Assault) when troops under his command successfully ended the hunt for Uday and Qusay Hussein. LTG Helmick earned a Bachelor's degree in general engineering from the United States Military Academy at West Point, and a Master's degree in management and organizational behavior studies from the Naval Postgraduate School. He currently serves on the US Global Leadership Coalition's National Security Advisory Council.

Tobias Beutgen, Director, ISOA Europe Chapter, has been an integral member of the ISOA team since 2008, first in UAE and later in Europe. For many years he worked as Commercial Director for a leading manufacturer of transparent armor solutions, successfully developing business in Asia, Africa, Australia and Central Europe out of the UAE. In 2020, after 17 years in the Middle East, he decided to move back with his family to his home country of Germany and is now based there, where he is the Managing Director of the UAW Germany GmbH, a leading manufacturer of armored vehicles.
Tobias made the decision to rejoin ISOA in 2018 and took on the responsibility of building up the European ISOA Chapter. He has successfully supported the establishment of ISOA in Southeast Asia and Central Europe, organizing several workshops and chapter meetings in Duesseldorf, Kaiserslautern, Berlin, Warsaw, Rzeszów, Pristina and Brussels. The upcoming US Industry Day in April, hosted by the 409th CSB and organized by the ISOA Europe Chapter, will be one of the major ISOA events in 2024. Tobias holds an MA in Orientalism, Politics and Social Anthropology from the FU Berlin, as well as a BA in Business Administration. He obtained language degrees from the University of Kuwait and Damascus, and worked as a political advisor prior to his business career.

Before joining KBR in Jan 2009, Tom served as Senior VP Business Development for MVM, Inc, and previously as Vice President of Air Force Programs, for IAP World Services (formally Johnson Controls World Services, Inc.). Tom retired from the Air Force in 1999 having served in senior command and staff positions from tactical fighter units to HQs Air Force staff tours, culminating as Director of the Congressional Issues Group for the Secretary of the Air Force, Legislative Liaison. He also served 4 years in the DoD acquisition career field including tours with at HQs DLA and HQs USAF, Research Development and Acquisition. In 1997, Haufe attained the C10 rank, the highest local national rank, and in July of 1998, he was appointed as the General Manager of the General Support Center-Europe - an organization with almost 2,000 soldiers, U.S. civilians and local national employees. He continued this role when the GSC-E was re-designated as Theater Logistics Support Center-Europe (TLSC-E). Haufe has played a significant role In many high visibility logistics operations over the years. He has supported Operations Desert Shield, Desert Storm, RETROEUR I and II, Provide Hope, Joint Endeavour and Joint Guard. Haufe has also been instrumental in the successful reconstitution of USAREUR equipment returning from Iraq and Afghanistan and in transforming combat service support in Europe. Haufe’s awards and decorations include the Meritorious Civilian Service Award, the Superior Civilian Service Award, the Achievement Medal for Civilian Service, the Commander’s Award for Civilian Service and numerous other performance awards. Under Haufe’s leadership, the TLSC-E has won many supply and maintenance awards at the 21st Theater Sustainment Command, U.S. Army Europe and Headquarters, Department of the Army levels.

Constantinos (Costa) Maroulis focuses on Global Contingency and Stability Operations at Constellis.  Maroulis is a former Cryptologic Linguist with the USAF, where he specialized in Arabic and French. He spent over 25 years in the CENTCOM theater in military, government, and civilian contractor roles.  Maroulis was one of the first mentors/trainers for the only Royal Saudi Air Force Intelligence Squadron, then moved on to design and build the communications infrastructure for the Qatar camps (As Sayliyah and Al Udeid) that became the basis for the CENTCOM HQ during Operations Iraqi Freedom and Enduring Freedom.  He spent over 15 years directing communications and engineering programs in Iraq and Afghanistan with companies such as Raytheon and ITT/Vectrus and mentored many small businesses in the process. More recently, Maroulis was instrumental in the creation of contingency programs in Afghanistan and Africa (Somalia, Uganda, and Tanzania) that provided fuel supply, logistics, food security and vehicle maintenance.  He spent the last few years in Afghanistan designing and implementing the National Maintenance Strategy Program, which focused on country-wide vehicle maintenance, sustainment and logistics for over 180,000 vehicles and approximately 350M USD annually in spare parts.   Since February 2022, he has been in Eastern and Central Europe representing Constellis for current and future operations and reconstruction efforts in Ukraine.

She focused on developing/implementing mission-related strategies in conjunction with 20 Federal Agencies/Departments to assist companies in securing and increasing international contracts. She was an advocate for opening markets and increasing U.S. exports in a variety of industries. Deputy Assistant Administrator, International Programs (SES)/TSA. Rochelle was responsible for alignment and consistency between the security requirements of U.S. and foreign transportation authorities, as well as ensuring security procedures for all foreign airlines flying into/out of the U.S. Director, Office of International Affairs/FEMA dealing extensively with HHS to develop emergency response processes for Pandemics. He is responsible for overseeing a portfolio valued at over $1 billion. With more than 10 years of contracting experience within the Department of Defense, Mr. Du Beck has built a reputation for exceptional leadership and contract management. Before his current role, Mr. Du Beck served as Division Chief at the DLA Contracting Services Office in New Cumberland, Pennsylvania, where he managed a portfolio of approximately $400 million. His tenure was marked by improvements in organizational culture, customer relationships, and the overall efficiency of the contracting team. Mr. Du Beck's contracting career began with NAVSUP Weapon System Support (WSS) in Mechanicsburg, Pennsylvania, where he completed a rigorous intern program and worked with the Military Sealift Command on service acquisitions. Additionally, he served in the Pennsylvania Army National Guard as a Cavalry Scout, achieving the rank of Staff Sergeant and completing two tours in Iraq and a peacekeeping mission in Bosnia. Since joining the ISOA leadership team in June 2022 as Vice President for Operations, Ms. Kaufman brought over 17 years of expertise in public affairs, government relations advocacy, and trade association management to the organization. Her work within ISOA underscores a commitment to advancing global stability and fostering collaboration among stakeholders in the international stability operations sector. Her tenure with the Marine Corps Aviation Association showcases her multifaceted impact. As Director of Operations and Senior Editor, she managed key organizational initiatives and editorial responsibilities. She authored the seminal work The 100 Years of Marine Corps Aviation History, published in 2012, which was included on the Commandant’s Reading List in 2013, underscoring its historical and academic significance. From 2011 to 2022, she served as the editor and publisher of The Yellow Sheet, a professional publication focused on Marine Corps aviation and emerging technologies. Ms. Kaufman continues to influence the field as a freelance writer, contributing to discussions on Marine aviation and appearing in media, including the History Channel in 2023. From June 2004 to March 2005 he was the Director for House Affairs at the Bureau of Legislative Affairs at the U.S. Department of State, and from March 2003 to June 2004 he served as Special Assistant to Deputy Secretary of State Richard Armitage. Irina Paliashvili is President and CEO of U.S.-Ukraine Business Council (USUBC). She has been an integral part of the USUBC governance team for more than twenty years, having been consistently reelected to the USUBC Executive Committee, where she had served as Chair of the Legal Committee, supporting legal and judicial reforms, advocating for the rule of law, and promoting private sector development. At present, she co-leads the ongoing project “USUBC Legal Series: by Members – for Members”, offering webinars with exclusive insights into the most pressing legal issues related to doing business in Ukraine. Irina frequently speaks at international conferences and publishes on the legal and business climate in Ukraine, and is also known for her active support of Ukrainian culture and art. When Ukraine regained its independence, Irina co-founded one of the first private law firms in Kyiv and later expanded by founding the Washington, DC-based Ukrainian Legal Group, representing US-based multinational companies doing business in Ukraine, as well as serving as independent expert witness on the matters of Ukrainian law in major international arbitrations and in the US, UK, the Netherlands, Cypriot and Swedish courts proceedings. She is licensed to practice Ukrainian law as a Special Legal Consultant in the District of Columbia and is a member of the Kyiv Bar. Irina graduated with the highest honors from the Kyiv State University School of International Law and subsequently earned a Ph.D. in International Law from the same school. Chief, Contract Specialist, Defense Commissary Agency (DeCA)
David G. Bremer serves as the Chief of the OCONUS Contracting Office under the Acquisition Management Directorate for the Defense Commissary Agency, with headquarters at Fort Gregg- Adams, Va. He is responsible for the management and oversight of the agency’s contracting mission in in OCONUS locations supporting nearly 70 facilities. Mr. Bremer leads an acquisition workforce of 15 employees who procure a wide variety of commodities and services, commercial activity services, supplies, equipment, and resale items. Mr. Bremer retired from the U.S. Army (Florida Army National Guard) in 2016, after serving 27 years in several Active Duty and Reserve Component positions including medical, musical, logistics and contracts management at locations worldwide. Mr. Bremer has held various acquisition positions in the Department of Defense including the Wyoming Army National Guard, Florida Army National Guard, Army Contracting Command – Orlando and the 409th Contracting Support Brigade in Stuttgart and Sembach. Mr. Bremer joined DeCA in December 2021 as the European Office Branch Chief, with one of the first actions taken was to design and implement the OCONUS Contracting Office, providing consolidated OCONUS contracting support across Europe and the Pacific, aligning contracting support to DeCA operational plans and actions.

Constantinos (Costa) Maroulis focuses on Global Contingency and Stability Operations at Constellis.  Maroulis is a former Cryptologic Linguist with the USAF, where he specialized in Arabic and French. He spent over 25 years in the CENTCOM theater in military, government, and civilian contractor roles.  Maroulis was one of the first mentors/trainers for the only Royal Saudi Air Force Intelligence Squadron, then moved on to design and build the communications infrastructure for the Qatar camps (As Sayliyah and Al Udeid) that became the basis for the CENTCOM HQ during Operations Iraqi Freedom and Enduring Freedom.  He spent over 15 years directing communications and engineering programs in Iraq and Afghanistan with companies such as Raytheon and ITT/Vectrus and mentored many small businesses in the process. More recently, Maroulis was instrumental in the creation of contingency programs in Afghanistan and Africa (Somalia, Uganda, and Tanzania) that provided fuel supply, logistics, food security and vehicle maintenance.  He spent the last few years in Afghanistan designing and implementing the National Maintenance Strategy Program, which focused on country-wide vehicle maintenance, sustainment and logistics for over 180,000 vehicles and approximately 350M USD annually in spare parts.   Since February 2022, he has been in Eastern and Central Europe representing Constellis for current and future operations and reconstruction efforts in Ukraine.

LTC David J. Delassus, a native of St. Louis, MO, commissioned as an Infantry Officer in 2006. His distinguished career includes deployments to Iraq and Afghanistan, holding leadership positions from Platoon Leader to Battalion Staff Officer, and commanding two companies within the 82nd Airborne Division. Transitioning to the Acquisition Corps, LTC Delassus earned an MBA from the Naval Postgraduate School and achieved Level III DAWIA certification in Contracting. He served in Germany as a Contracting Officer, Team Leader, and Battalion Operations Officer, supporting numerous exercises and operations across Europe while assigned to the 928th Contracting Battalion, 409th CSB. LTC Delassus also served in the Office of the Chairman of the Joint Chiefs of Staff, leading Operational Contract Support planning and execution. He is a recognized expert in crisis management and contingency operations, contributing significantly to national-level responses such as Operation Allies Welcome and Ukraine Security Assistance. Following his time on the Joint Staff, LTC Delassus served as an Army Train with Industry Fellow at Palantir, deepening his expertise in data analytics and technology integration. Currently, LTC Delassus serves as the Director of Contracting for the 409th CSB Theater Contracting Center.

Cody Zilhaver is the Director of Defense Finance and Accounting Service (DFAS) Europe. Mr. Zilhaver served a 27 year career in the US Army culminating at the rank of Colonel (COL). He is a distinguished military graduate from Edinboro University of Pennsylvania and was commissioned through the Army ROTC program in 1994. Prior to commissioning, he enlisted in the Pennsylvania Army National Guard as an Infantryman in 1989. He is a Certified Defense Financial Manager and Certified Government Financial Manager. His military education includes the Air War College, Joint and Combined Warfighting School (JPME II), Naval College of Command and Staff, Combined Arms Services Staff School, Finance Captains’ Career Course, Air Defense Artillery Officer Basic Course, and the Northern Warfare Course. Tobias Beutgen, Director, ISOA Europe Chapter, has been an integral member of the ISOA team since 2008, first in UAE and later in Europe. For many years he worked as Commercial Director for a leading manufacturer of transparent armor solutions, successfully developing business in Asia, Africa, Australia and Central Europe out of the UAE. In 2020, after 17 years in the Middle East, he decided to move back with his family to his home country of Germany and is now based there, where he is the Managing Director of the UAW Germany GmbH, a leading manufacturer of armored vehicles.
Tobias made the decision to rejoin ISOA in 2018 and took on the responsibility of building up the European ISOA Chapter. He has successfully supported the establishment of ISOA in Southeast Asia and Central Europe, organizing several workshops and chapter meetings in Duesseldorf, Kaiserslautern, Berlin, Warsaw, Rzeszów, Pristina and Brussels. The upcoming US Industry Day in April, hosted by the 409th CSB and organized by the ISOA Europe Chapter, will be one of the major ISOA events in 2024. Tobias holds an MA in Orientalism, Politics and Social Anthropology from the FU Berlin, as well as a BA in Business Administration. He obtained language degrees from the University of Kuwait and Damascus, and worked as a political advisor prior to his business career.

Dr. Sebastian Schäfer was born on July 11, 1979, in Dettelbach, Germany. In September 2021, he was elected to the German Bundestag for “Bündnis 90 / Die Grünen” (Alliance 90/The Greens). Schäfer served as a member of both the Budget Committee and the Finance Committee, and since February 2024, he has also been the Chair of the German-American Parliamentary Group of the Bundestag. In February 2025, Schäfer was elected to the Bundestag for a second term. Schäfer studied economics and philosophy at the University of Erfurt, at Beloit College, and at the University of California, Berkeley. He holds a PhD in economics from the University of Erfurt. Beginning in 2008, he worked as a political advisor to two Members of the Bundestag. In 2012, he joined the state administration of Baden-Württemberg. Among other roles, he worked at the Representation of the State of Baden-Württemberg to the Federal Government in Berlin and served as Chief of Staff to Cem Özdemir, the former party leader of the Greens and lead candidate in the 2017 federal election. Prior to entering the Bundestag, Schäfer was head of the Department for the Bundesrat and Federal Affairs at the Ministry of Finance of Baden-Württemberg in Stuttgart.

Since joining the ISOA leadership team in June 2022 as Vice President for Operations, Ms. Kaufman brought over 17 years of expertise in public affairs, government relations advocacy, and trade association management to the organization. Her work within ISOA underscores a commitment to advancing global stability and fostering collaboration among stakeholders in the international stability operations sector. Her tenure with the Marine Corps Aviation Association showcases her multifaceted impact. As Director of Operations and Senior Editor, she managed key organizational initiatives and editorial responsibilities. She authored the seminal work The 100 Years of Marine Corps Aviation History, published in 2012, which was included on the Commandant’s Reading List in 2013, underscoring its historical and academic significance. From 2011 to 2022, she served as the editor and publisher of The Yellow Sheet, a professional publication focused on Marine Corps aviation and emerging technologies. Ms. Kaufman continues to influence the field as a freelance writer, contributing to discussions on Marine aviation and appearing in media, including the History Channel in 2023. From 2008 to 2011, Ms. Kaufman provided pivotal support to the Electromagnetic Railgun Program at the Office of Naval Research, aiding advancements in cutting-edge naval weaponry systems. While at Kratos Defense & Security Solutions, she further demonstrated her expertise by supporting proposal development efforts at Dahlgren Naval Base, Virginia, emphasizing her skill in defense technology and procurement strategies. Ms. Kaufman earned her undergraduate degree from The University of Mary Washington in Fredericksburg, Virginia, and is currently pursuing an MBA. Jake has literally grown up in the overseas contracting industry, and he leverages his 20+ years of experience and strong industry network to support ISOA. He is Cofounder and President for Precision Talent Solution (PTS) which is technology-driven recruitment business that spans the industry providing Recruitment and Business Development services. Prior to building PTS 5 years ago, for almost a decade Jake and his business partner were owners & executives leading TWI, an international supply chain company that also supported most of the primes across the industry. Jake spent his early career as a Cavalry officer deployed to Bosnia with IFOR, and then he returned to the Balkans with BRS/KBR where he helped build the foundations for LOGCAP III. He has valuable industry perspective from the military, working in KBR, leading a medium-sized enterprise, and now innovating talent solutions across the industry. Jake has been very active in supporting ISOA to include serving as Chairman of Membership Committee for the last 2 years, overseeing ISOA's Social Media, and planning/executing multiple conferences. Jake has a BA from Vanderbilt University and MBA from Rochester Institute of Technology and is practitioner certified in MBTI & 16 PF.

Mike manages U.S. Army Logistics Civil Augmentation Program (LOGCAP) V and is responsible for the oversight and project execution of operations in Europe and the United States. He has been overseeing all LOGCAP operations since January 1, 2015. Under LOGCAP, Mike has leadership responsibility for the oversight and management of base life support services, logistics services and transportation mission across 40 sites while supporting over 10,000 U.S. forces, coalition forces, and civilian contractors. He leads a team of over 4,600 employees who are geographically dispersed across 10 countries, with an annual budget of over $870 million. Mike Flanagan’s 40-plus year career includes 29 years of active duty leading, managing and implementing Army Engineering support, base life support and logistics services for Department of Army, Department of State, and Coalition Forces around the globe as well as 17 years of similar contractor experience. During his 29 years of Army service, Flanagan held numerous command and staff positions. His key command assignments included the 18th Engineer Brigade and 1/395th Engineer Training Battalion. Mike was also the Deputy Chief of Staff for Engineers in the U.S. Army Europe and was the CENTCOM Engineer for his last military assignment. Flanagan holds a bachelor’s degree in mechanical engineering from the University of Kentucky, a master’s degree in civil engineering from the University of Florida and is a graduate of the U.S. Army War College.

Tom Lampley is the Vice President of Marketing and External Affairs, KBR Government Solutions. He currently serves on the ISOA Board. Tom leads the Marketing and External Affairs sector where his focus is on developing industry and government relationships and supporting opportunities that broaden our OCONUS markets and clients in stability and sustainment operations with DoD and Federal Government agencies. Before joining KBR in Jan 2009, Tom served as Senior VP Business Development for MVM, Inc, and previously as Vice President of Air Force Programs, for IAP World Services (formally Johnson Controls World Services, Inc.). Tom retired from the Air Force in 1999 having served in senior command and staff positions from tactical fighter units to HQs Air Force staff tours, culminating as Director of the Congressional Issues Group for the Secretary of the Air Force, Legislative Liaison. He also served 4 years in the DoD acquisition career field including tours with at HQs DLA and HQs USAF, Research Development and Acquisition. Additionally, he was the Commander of the largest academic and flying training program at the USAF Academy. Tom has a BS in Engineering from the US Military Academy (West Point), an MS in Business Management from Troy State University, AL and is a Graduate of 2 executive-level management schools, 3 professional schools and a fellowship with Westinghouse Corporation. Colonel Todd Allison is currently serving as the Deputy Commander for the 21st Theater Sustainment Command responsible for executing command and control of strategic and operational sustainment across Europe and Africa in support of EUCOM, AFRICOM and NATO Operations through and with US Forces, NATO Allies and Partners. COL Allison recently completed a six-month tour in Kyiv in support of Security Assistance Group – Ukraine. COL Allison is a US Army Logistics Officer with over 25 years of experience from the tactical to strategic level of military operations in Army, Joint and Coalition operating environments. He has commanded formations in peacetime and combat from the Platoon level to the Brigade level in Airborne and Cavalry formations and across the Sustainment Enterprise culminating with Garrison Command at Rock Island Arsenal. His staff experience highlights include logistics planner on Combatant Command Staff in the INDOPACOM J4 and Chief of Plans / G5 at Army Sustainment Command. Bryan Roberts is Vice President of Business Development in Amentum’s Critical Missions Group that provides clients with engineering, maintenance, and logistics solutions. He is responsible for developing and implementing Security Assistance and Foreign Military Sales (FMS) programs. Bryan earned his Master’s in Business Administration (MBA) from Central Michigan University and a Master of Science in Strategic Studies from the National War College. Additionally, he received a Bachelor of Science in Business Marketing from Eastern Michigan University. Prior to joining Amentum, Bryan was Director of Business Development for DynCorp International, LLC and Director of Strategy for Horne Engineering Services, LLC. Bryan has extensive operations, logistics, and leadership experience as he served in the Army for over 30 years in a variety of command and staff positions in Germany, Bosnia, and Iraq.
