Guest Speaker: Arsen Zhumadilov General Manager, State Operator for Non-Lethal Procurement Ukraine Ministry of Defense

Arsen Zhumadilov is a distinguished public manager and influential figure in Ukraine, renowned for spearheading reforms in public procurement. Previously serving as the head of the Ministry of Health State Enterprise, Medical Procurement of Ukraine, he transitioned to become the Executive Director of the Ukraine Ministry of Defense State Operator for Non-Lethal Procurement in October 2023. During his tenure at the Medical Procurement of Ukraine, his initiatives resulted in savings of nearly 7 billion Ukrainian Hryvna and secured contracts totaling 25.5 billion Ukrainian Hryvna, earning the prestigious anti-corruption ISO 37001 certificate. His leadership at the Bilhorod-Dnistrovskyi District State Administration elevated the district to the forefront of socio-economic growth within the Odesa region in Southern Ukraine.

A native of Crimea, Arsen boasts a diverse corporate background and actively engages in civil society, notably co-founding impactful NGOs focused on advancing the welfare and research of Crimean Tatars. Educated at the prestigious London School of Economics in the UK and the Taras Shevchenko National University of Kyiv, Arsen holds master’s degrees in public management, law, and political science. As the leader at the State Operator for Non-Lethal Procurement, he oversees crucial defense acquisitions spanning clothing, gear, fuel, food, and tactical medicine.

Currently serving as Chairman of the Supervisory Board for the “Healthy Solutions for an Open Society” Foundation, Arsen remains committed to driving positive societal change and impactful initiatives.

With 30 years of experience in government and private industry, Earl is a talented professional with proven expertise in the public and private sector leading strategic, results-driven programming. Prior to joining URC, Earl served as Executive Vice President for Programs at Creative Associates, leading the implementation of all programs across more than 30 countries. He previously served as Senior International Advisor for the global law firm, Covington & Burling, LLP, where he advised many of the largest U.S. and international companies on their investment strategies. Before that, Earl spent more than two decades with the U.S. Agency for International Development (USAID). Confirmed by the U.S. Senate in April 2012, he was sworn in as the Assistant Administrator (AA) for the Agency’s Africa Bureau overseeing a $7 billion portfolio that provided assistance to more than 40 countries, including USAID’s largest health portfolio.
