David Bremer
Chief, Contract Specialist, Defense Commissary Agency (DeCA)
David G. Bremer serves as the Chief of the OCONUS Contracting Office under the Acquisition Management Directorate for the Defense Commissary Agency, with headquarters at Fort Gregg- Adams, Va. He is responsible for the management and oversight of the agency’s contracting mission in in OCONUS locations supporting nearly 70 facilities.
Mr. Bremer leads an acquisition workforce of 15 employees who procure a wide variety of commodities and services, commercial activity services, supplies, equipment, and resale items.
Mr. Bremer retired from the U.S. Army (Florida Army National Guard) in 2016, after serving 27 years in several Active Duty and Reserve Component positions including medical, musical, logistics and contracts management at locations worldwide.
Mr. Bremer has held various acquisition positions in the Department of Defense including the Wyoming Army National Guard, Florida Army National Guard, Army Contracting Command – Orlando and the 409th Contracting Support Brigade in Stuttgart and Sembach.
Mr. Bremer joined DeCA in December 2021 as the European Office Branch Chief, with one of the first actions taken was to design and implement the OCONUS Contracting Office, providing consolidated OCONUS contracting support across Europe and the Pacific, aligning contracting support to DeCA operational plans and actions.
