Roxanne M. Kaufman
Roxanne M. Kaufman serves as the Senior Vice President of the International Stability Operations Association (ISOA), where she oversees operations, functionality of the Association’s various committees and chapters, and event programming and execution.
Since joining the ISOA leadership team in June 2022 as Vice President for Operations, Ms. Kaufman brought over 17 years of expertise in public affairs, government relations advocacy, and trade association management to the organization. Her work within ISOA underscores a commitment to advancing global stability and fostering collaboration among stakeholders in the international stability operations sector.
Her tenure with the Marine Corps Aviation Association showcases her multifaceted impact. As Director of Operations and Senior Editor, she managed key organizational initiatives and editorial responsibilities. She authored the seminal work The 100 Years of Marine Corps Aviation History, published in 2012, which was included on the Commandant’s Reading List in 2013, underscoring its historical and academic significance. From 2011 to 2022, she served as the editor and publisher of The Yellow Sheet, a professional publication focused on Marine Corps aviation and emerging technologies. Ms. Kaufman continues to influence the field as a freelance writer, contributing to discussions on Marine aviation and appearing in media, including the History Channel in 2023.
From 2008 to 2011, Ms. Kaufman provided pivotal support to the Electromagnetic Railgun Program at the Office of Naval Research, aiding advancements in cutting-edge naval weaponry systems. While at Kratos Defense & Security Solutions, she further demonstrated her expertise by supporting proposal development efforts at Dahlgren Naval Base, Virginia, emphasizing her skill in defense technology and procurement strategies.
Ms. Kaufman earned her undergraduate degree from The University of Mary Washington in Fredericksburg, Virginia, and is currently pursuing an MBA.
Through her authorship, strategic leadership, and ongoing work with ISOA, Ms. Kaufman has bridged historical scholarship, operational expertise, and policy advocacy to support global stability and defense initiatives.
